What's the name of this 80s or 90s movie?

There is a movie I saw as a teenager where a manipulative woman uses men to serve her own purposes. In one scene she is arrested by a black detective and she asks him to show her his penis. Which he does and then she crashes the car into a tree. In the last scene of the movie she is viciously raped by another man and she picks up the phone and dials 911 who trace her call and capture the raper.
